The Renters Reform Bill White Paper is Coming

The State Opening of Parliament took place on 10th May. Prince Charles represented her Majesty the Queen and reconfirmed as part of the Queen’s Speech the government’s commitment to legislating on the Renters’ Reform Bill to strengthen the rights of tenants.

This will include abolishing the Section 21 no-fault notice; creating a new Ombudsman; and a property portal for landlords. The Bill was first introduced in 2019.

A new Ombudsman for private landlords will help resolve disputes before they reach the courts, and a new property portal will help landlords to understand their obligations so that tenants can hold their landlords to account.

Abolishing Section 21 will end “no-fault evictions” in England.

Grounds for Section 8 are expected to be amended and strengthened, to help support landlords who want to recover their properties. This will include when a landlord wishes to sell or take occupation of their property themselves, or have tenants who fall into rent arrears.

The speech also confirmed the long-awaited Renters’ Report Bill White Paper will be available shortly.
